Cloning Issues -- Please Help

Last winter I started my 1st ever grow & moved the plants outdoors in the spring. I took 2 diff. batches of clones off the adults & had basically 100% success rate. Over the last month I've taken at least 50 clones & only 2 sprouted roots. I just finished cutting another 20 an hour ago & put them in rapid rooted plugs. Everything is exactly the same as last yr except this yr the plants I'm cloning from are about half as young as last years plants & the outside weather is colder. I live in the N.E. & the clones are in my basement, its cool but not cold. I have 30 other plants in my basement & they're goin great. I'm using a heating pad underneath the dome & 2 - 4' 30watt "cool white" T8 bulbs right over the dome. Can someone please help, this is gettin frustrating. I can list my whole cloning process if it helps.

Any pics? Are the tips of the cuttings doing anything or do they look the same as when you cut them? And you haven't changed anything as far as your rooting solution or technique?

Damn bro, I was about to curse this site, I haven't been gettin many if any replies to my last couple posts that I need help with. I'm glad you responded but unfortunately I'm sitting in a front end loader in the middle of a huge snow storm and I've been awake for almost 2 days straight and my laptop is home. I'm definitely interested in hearing any explanation or advice you might have for me. I get outta work at 8am and I'm goin home to sleep but ill definetly post pics and any more info I can think of as soon as I wake up. I'd really like a solution to this problem if u can help. It's the cold

I've been running the same strain for close to 2 years, same mothers and in the winter, the success rate drops and the time to root takes longer.

Sorry it took awhile to respond. I finally have great news tho. 925, I do have pics ill put them from my phone to my laptop & post them tomm night. No nothing was diff except the ambient temp like Wetdog said. My basement wasn't cold but it wasn't 70 degrees either. I was surprised that a 5-8 degree diff could screw them up that much. I put the dome upstairs in my closet w/ the door open right next to my radiator w/ a heating pad underneath and all of the newer clones sprouted even some of the older ones did too. Thanx a lot for the help & advise fellas I truly do appreciate it.

I've read diff things about lighting for moms but it has to be like this till I get more room. I had a 14.5'Lx6'W room that I split in 2 w/ a wall. I planned on doin a S.o.G. but I ran out of room so I went yesterday & bought the lumber to build a 14.5'L x 6'W room next to it for just flowering & the 2 smaller rooms, 1 for the moms & the other for clones. This is what I have now, any advice would help. Thanx.

26 plants 3'T under 1 1000W HPS. Ready to harvest in 2-3 weeks.
5 moms 3.5'T in 5gl pots & 10 plants 2.5'T in 1gl pots under 1 1000W MH.
14 plants 1.5'T in 1gl pots under cool white cfl's
9 clones 2"T in plugs just transplanted tonight into 1gl pots under CFL's
16 clones in dome just about ready to be put into 1gl pots
And ill be taking 20-25 more clones this weekend.
