condensation in Quantum board

There's condensation inside the cover of the UV Quantum board.

I don't really know why it's there, the room is at about 65% humidity.

I don't know why the UV Quantum board has this plastic cover but the regular Quantum boards do not that I own. Anyone?

Is that a Chinese Alibaba light?
 
They add those covers to protect the LED chip surface from reacting with chemicals in the air, causing diminished output. It is like a piece of glass on a HPS reflector, it will stop some light transmission. Personally I would remove the cover.
