Confused: Climates, Hemisphere, Hours daylight etc etc.

Hi

I plan to start an outdoor grow. I live in South of Peru, one of best places for sunlight in the world, and it doesnt get too hot, Its sort of 23 - 28 degrees all year round. It never rains. Also the daylight hours ar pretty much constant between winter and summer. There is sort of 40 mins difference in winter daylight to summer daylight.

If Spring is march in northern hemishpere i should plant n September right???

Will my plants begin flowering too early? Will this restrict my yeilds?

I dont really wanna start using UV's the plants will get a 12 hour daylight nearly every day, 11hrs 20min during the winter months.

So I have read about 12/12 to induce flowering - will my plant start flowering too soon?

Since your daylight only varies by 40 minutes, it may be an issue to get your plant into the flower stage.

you should really consider using auto seeds, which do not require the sunlight hours to trigger into flower mode.

with auto's you could grow all year long, with no issues or concerns about the sunlight hours

alternatively, you could start your plants indoors under a few CFL lights (18 or 20 hours/day) for about 6 weeks, then move outdoors into your 12/12 natural environment..you could do this year round as well.

Plenty of people grow near the equator and have full growth periods as we do further from the equator. You need to get strains that are climatized to that area.
When it comes to outdoors you need to forget about the 12/12 because its irrelevant. The chemicals inside the plant get enough energy from the sun to keep it in vegetative stage even at about 14 hours of light. If you did that indoors they would be flowering. Being close to the equator you have a higher UV index meaning a couple things, your plants will be super resinous and you don't fall under the same light clock as the rest of us. Do some research and find some stuff that is best grown near the equator and you will have a great time. Take a look at columbian landraces for example.

Im not that close to the equator, well 2000Km off, to the south. The climate here is not similar to colombia, the elevaion is much lower and significantly drier. Though I would love to try punto rojo.

Think sort of California climate, with seasons reversed. It is very unusual to rain more than twice in a year. Sometimes there is no rain. I am guessing i would have a problem with humidity?

What i mean is - my hours of daylight are basically 12/12 all year round. i get 12:50 in the summer, and 11:30 in the winter. At 12:50 hours of daylight would they still get the veg growth?

Ok well i see what your saying, and the simple answer is no matter what the plant will veg then flower. The long answer is the length of veg will be unknown until you give it a try.
The humidity wouldn't be too much of a problem as long as you keep them watered.
Good news is you can grow the longer flowering sativas that many of us can't get.
The only solid thing I can tell you to do is pick a couple strains and do a test or go with auto flowers.
