Converted CPU fan running so slow

I just tried to convert a CPU fan (allegedly 220 cfm) to a cell phone charger. I know absolutely nothing about electricity so its a miracle I got this thing working at all. The computer fan has red, blue, and black wires. The cell phone charger has black and gray dotted wires. I connected the red CPU wire to the gray dotted wire and the black CPU wire to the black phone charger wire. Left the blue wire alone. Plugged it in, and the fan started up, but is super slow. Plus it kind of stutters ever second or two.

The cell phone charger says: Input: 120V ~ 60Hz 0.3A, Output: 12V 1A. The fan says: 12V DC 3 3A.

Any way I can increase the power to this bad boy? Is my cell charger too weak? If so, what "specs" should I look for to increase this things juice?

I see the problem . The output on your cell charger is 1a . The fan requires 3 a for what u have typed in. The charger isnt big enough .Your fan is trying to pull 3 amps of current from a source that can only supply 1 amp .One or the other will burn up . Find another charger rated for the same as your fan .

So, I am looking for a charger that says: Output 12V 3A?

snag a 12v adapter from wally world and it should work fine. the blue wire is probably for fan speed and can be disregarded since you want it to blow at max.
