Depends on the situation chief. If your running multiple lights sometimes cool tube works better due to the straight path with little turbulence and thus better airflow.
But for all out best coverage, light spread then cooled hood beats cool tube. You can get a mix of both now though, its hood with the benefit of a hoods light spread and foot print combined with a tube inside.
I used to run 3x 600w hps so cool tube made more sense but with a single light I would go with a hood all day.
