I mean you can't just ask if you will get busted or not. None of us have that answer, only you can really know how risky your situation is. So many factors go into this, not just your light set up. Follow the golden rule of not telling anyone, and you should be fine unless something looks suspicious with your electric bill(which I'm sure youre fine)

shouldnt be too bad. i have an apartment that i rent strictly for growing and no one's ever said shit. my neighbor never complained and my few friends that are allowed inside cant even smell anything until they walk inside. my electric bill is almost 300 a month and the city hasnt said anything yet. i am state legal though so its not like cops can bust me anyway as long as i stay within the law.

That's 1100 watts, a small heater pulls that much. But, it will be sudden and steady so a landlord might notice and wonder, what new electrical thing is running that many hrs a day?

The answer is that it depends highly on who knows about your grow, who has access to the apt, and how careful you are in making sure there are no light, and especially SMELL leaks.
*IF* nobody knows about your grow, and *IF* you are absolutely paranoid about making sure there are ZERO light and smell leaks, then your chance of being caught goes WAY down.
Will your energy use get you busted? Let's take a look.
Lets say for the sake of argument that power draw from your fluorescents, fan, and odor control is negligible.
Lets say you run the two 400-watt systems at 20-4 1/3 of the time and 12-12 2/3 of the time.
So each 400 watter will be on an average of about 15 hours per day, for a total of about 12 kilowatts energy use for the two lights every day.
I don't know the exact energy cost where you are, but in 2011 average energy cost in NY State was 17.4 cents/kwH. Let's call it 18 cents.
So you'd be using roughly $2.16 worth of juice every day for your lights, or $65/month.
Would your landlord notice this? That depends on how much energy the tenants before you were using, the total energy bill, and whether or not your energy use is being measured separately from the landlord's. But yes, I'd say its definitely possible that a sharp landlord would notice a sudden spike in energy use of $65 per month. If they did notice, they might want to investigate, and if so the likelihood of you being busted would be significant.

I also recommend that you use Mylar on the walls and ceiling. Spikes in electrical bills will lead to helicopters. Mylar will block the inferred waves. You'd be doing yourself a big favor friend..
Careful here. Your utilities may be included but someone somewhere is paying that bill. If it's the building owners or a landlord they may wonder why theres a spike in consumption and start asking questions.
I used to own a small apt building. I paid for sewer/water. If a bill came in that was out of profile I sent plumbers into the units looking for leaks, running toilets etc. Same idea. depending on your normal usage an extra 800+ watts may or may not be a lot. But remember those lights are running most if not all day so it's not like you can say it's a new space heater that kicks on occasionally etc.

yeah with beta on this, Im in a small apartment right now. If the electric is included im sure they have an idea of what theyre used to paying and a sudden 800 watt surge may look odd.
Are you serious? If your gf/wife/husband knows about it, your chances goes to 20%? And in addition if your best friend knows does it sum up to 40%? Seriously?
As for the OP, well m8 its about 1000watt all of the sudden kicking in for 18+ hr a day. I would be careful. Start small with just one 400watt and see how it goes.
