what would be the minimum cost of a small gro op of 4-6 plants ?

What do you want to yield/spend? You can do a 6 plant CFL grow for under $50... If you want a 600w - 1000w vented light system in a tent with filter and all that jazz it's around $600 - $700.

My 1 meter square x 2 meter tall tent setup was total, about 600 US before soil and seed.

What's the total (actual) wattage of all those CFLs? That looks like a pretty decent CFL set up.

Those are 23w CFLs and 68w CFLs. I had great results using the big bulbs sunken below the canopy and the 23w bulbs covering the upper canopy. You can find the whole thread here - https://www.rollitup.org/cfl-growing/165396-first-cfl-grow-help-appreciated.html

I started the plants under 1 23w bulb, bumped that to 4, then added the rest as they grew. At the end I was running 388w of CFL (8x23w and 3x68w). If you really want to go cheap get one of these vanity fixtures for $4 instead of the separate sockets.

I have a 148 watt CFL grow going right now, and a 90 watt LED, and starting a 250 watt HPS w/ hydro when I get my inline fan (in shipment now)

I am happy with my CFL grow, it is 27 watt x 4 (2700k), and 20 watt x 2 (6500k), plants are doing well. I got all those lights for like $11. I harvested
my first plant from that a few days ago. My first indoor harvest ever.

I want to do 1 more CFL grow in addition to the one I have now, I have four 2 x 2 x 3.5 cabs, 3 in use with the above mentioned, the 4th has
all the ducting and a spot for the fan for the 250 HPS, + storage for my supplies. I also have a 40"d x 72"w x 41"t crawlspace, I want to set up something
in there. Similar to what you have in your CFL pic. Somewhere between 300 and 400 watts.
