can be the driver wont start, when the driver gives 1000mA CC the LEDs will try to use it and youll at your 25.2V therefore over the limit of the constant current region of a B type driver, we just had the case here.
A or AB type is prefered then, there you can override the constant current limit and have to rely on the voltage limit.
