From my early experience as a grower hay smell 99% of the time means the grow didn't go as good as it could have... Either chopped too early, dried too fast, or didn't ever get there in the first place, as in not enough light, improper conditions, something along those lines. I do have a few strains that just don't have much smell at all, and hay smell will be there at first a little and then go away after a week or two of curing... Will still work for you, just won't have much taste...
