What is my best option for flowering:
4 cxa3070 3000K at 1.4A in 2'x2' (overkill?)
or
same LEDs at 700mA?

The 1.4 A drivers are Meanwell LPC-60-1400 and non-dimmable. That means ~200 watts in a 2'x2' area.Just make sure they are dimmable, and option #1.
i am using 4 cxa3070's in a 3x2,, its a strong amount of light for the space,, your going to rock it,, i would get a dimming ballast,, as mine is to strong when they are little plants,What is my best option for flowering:

Any reason you are restricted to these two current/driver choices? I know not everyone has the choice some countries do, but a single driver is an easier build.The 1.4 A drivers are Meanwell LPC-60-1400 and non-dimmable. That means ~200 watts in a 2'x2' area.
