Yeah Im thinking I'll stay around 700ma, how many cobs would be equivalent to a 400w HPS?

The Vero 18 3500k at 700ma outputs ~2600 lumens. 15 of them makes ~39000 lumens. That's ~130 lumens/watt. Around 300w total for a light far better than a 400w HPS.

I am using 15 Vero 18s over 2x3 ft. They are usually dimmed to about 500ma. I also run my light about 5" off the canopy and use a mover. At 700ma I would want 10 in my space. Here's a picture of the light in it's early form. Now it has Meanwell HLG series dimmable drivers and the emitters between the Veros have been replaced with Cree XPLs.

Dang sweet light man I like it a lot. I just want to get away from his and go full led soon. Project in the making.
 
It's been pretty cold up here in Alaska right now 2 degrees F and my tent is in my garage so that's why I can't go 100% led Cuz it's like 50-58 in my garage with me lights on and it's around 70-75 with lights on with my exhaust fan going 25%. I'd just like to go cobs Cuz I know they use hardly any energy but than again Id have to get a heater so I dunno if that would equal the watts I'm using now with my vipar600 and 400w hps.

I know your problem. I have the exhaust often off because there is too little heat in my growroom, otherwise I run the exhoust very low like you. Could you isolate your room more? A tent does not isolate very much. Maybe wrap it up in styrofoam to keap the cold outside the tent.

I didn't even think of that! I could probably try that I'd lose my reflection Mylar that's in my tent now but I could try the foam that has that on it too.
