Outdoors, holes, 99% chance it's bugs. Get some Neem oil or Organicide and get rid of them. You can also try a very weak solution of Dawn dish soap in a spray bottle, very weak though, like 1/2 teaspoon to full sprayer of water. The downside to this is, as the plant keeps growing and putting out new branches and leaves, the "bugs" have a whole new, untreated, buffet of fresh, young greenery to munch on. I love taking advantage of the natural sunlight, which is far better than anything man can make, but outdoor growing does have it's pitfalls too.
