I'll comment on the window question and leave the controller stuff to others. Most basements are fairly cool unless your heating warms it up too much. You could pull fresh air in from outside your room and exhaust the warm air out the window. With LED you can run higher temps and maybe get away without AC but you'll have to test it to be sure. You may need a dehumidifier too because a 4x8 filled with plants will probably raise the RH too high for flowering, especially at lights out.
