Design input please

OK. Suppose a guy has an expensive closet system that grows 11 plants on the big side and 11 plants on the small side over a veggie room. Suppose that guy knows that dependant upon the strain can have a harvest every 30-45 days of 11 mature 4 foot plants. Now if he wants to duplicate that on a larger scale, is there any reason he can't take a 4x8 sheet of plywood, place 1x6's on the sides and ends and line it with plastic to hold the water? With an overflow and a pond pump it should be fine? This should hold 60 ladies in 6x6 rockwool. If he lined the room around the 4x 8 table with white reflective material, had the requisite ozone machine would that be sufficient? Then, how much light is neccessary to keep them healthy? Is (2) 1000 w HPS sufficient to grow 60
5-6 foot plants? How big of intake and outtake fans would he need for proper circulation and heat control? Any other comments or suggestions? I am sure he would be open to any and all input.

Im a beginner and all that shit, but 60 plants thats 180cm tall on 2000 watt of light.
Dont think that will cut ut :p

How safe is safe? Could a forensic popo track a computer to a small town and bust a fella who might be growin 60 at a time? Better safe than sorry!

well, all i know is that your lighting isnt enough.
I would double it at least.
5 ft tall means about 2.5 feet wide... minimum if you arent topping.
so this doesnt make sense. how are they arranged and how are you spacing them out. a 1000w should only be used for about 10 plants max... imo
