I'm not quite sure what your point is. Is it that the current system failed? That's false. The system worked as designed. For example, Cruz had been interviewed by mental health authorities but not hospitalized. Being interviewed by mental health authorities in isn't cause for being flagged for rejection by the current automated background checking system. Do you want the fact of an interview to be a reason for denial?
Is your point that the current system should be upgraded? That's insufficient but would be a good addition to an expansion of other facets to regulate gun sales.

for example- fbi agents were warned of this mans
a- intention to do great bodily harm to others
b- ability and where with all to commit these crimes by gun sales records
c- dereliction of duty for not removing this man from his guns after his video was released, calling out his full intentions
