Direct Sunlight for Seeds.

Obviously my seeds are covered with Ocean Forest Soil.

But there in direct sunlight with 13 UV (tropics).

Will the seeds still pop?

Why wouldn't they? Plants been sprouting in the sun long before heat mats and LEDs were invented. Keep it moist, dont allow it to dry out and make sure it isn't baking, and they should sprout.
What do you mean "baking". Should I share it with green house material?

I'm just wondering since techniques are pretty hybrid these days.

Outdoor LED light bulb and Sun.
I guess you can call them techniques. Many go through completely unnecessary steps and just overcomplicate things. Seeds have been sprouting for tens of thousands of years. Long before LED's, paper towels, and soaking in some concoction. They will sprout in sunlight or in the dark. All a seed needs initially to sprout is moisture. You can literally drop seeds on the ground and they will sprout and grow.
