well from personal experiance, if an employer doesn't pay you it's a civil matter. now if the amount owed is under 100 pounds it's generally accepted that the money is lost. this leaves an unimaginable amount of workforce over a well spaced amount of time. and its technically not illegal, just dishonest. most people getting employed around these times will be happy to work off books, making it less likely that they'd want to take you to court over it (young people generally CBA on the mater. also a faked address and name is toooo easy to do, as an employee generally people don't ask for identification, so there you have it, you all have a work force for your hydroponic bunkers now...
