Yeah, pretty simple really. Just use a 1/4" vinyl dripline tubing, poking holes in it with a safety pin or needle. I just create an appropriate size circle connected with a 1/4" tee. The tee is connected to the air pump.
The beauty of this is how cheap and accessible the material is. You can get everything at home depot for dirt cheap. Also you can adapt them for any size pump. If they clog just make a new one. The stiffness of the vinyl tubing keeps it from floating as well. Heres a couple pics.
