Stupidly easy to make.

1.) Transmission radiator ($40 at Autozone!)
2.) Pump of some sort
3.) Reservoir with clean water
4.) Water chiller
5.) Hoses

The water chiller could be optional, its needed if your going to be cooling more than 1000w of lighting. My rule of thumb is no more than 6 lights per 1hp of water chiller. As long as there is enough water so the water doesnt heat the reservoir up too much while its being used. It'll all come down to reservoir capacity and the amount of water you move to determine how cool it gets.

I would probably need a chiller for my setup, can you recommend some brands / sources? Anything reasonably cheap ($100 <)?

look at "bong cooler" on google
In a nut shell it uses cool water to pass over the air before running it into your hood. Ive used this method on a smaller grow to cool res/hood. just use a cotton sock to catch smaller droplets from hitting the bulb.
Materials:
4in: pvc pipe at least 4'
one y pipe 4inch
one water pump.
garden hose.
shower head
Build:
cut one piece of 4in pvc to extend about a 6 inches from water level.
place y connector and connect the other piece of pvc pipe to the other side
attach a hose to the shower head and the other end to the pump.
now just attach your fan to the top of the pvc.
aerates your rez and cools your hoods

air will travel through the intake at the bottom and go through top connect it to your tube and done res/hood cooler.
