In quick speak yes the pistols and surrounding area is where your buts/flowers will grow.

I thought the pistils form up the buds or flowers?

You will notice that the pre flowers at the node connections will swell and get bigger and the pistols will shrink back in... the buds will start to appear where new foliage would appear, where in veg new shoots would form from the nodes.. they will now 'stretch' and then fill in with many pistol/calyxes stacking on each other... that is the 'bud' and what you love to watch grow fatter and fatter.

well the pistils form the flowers and the calyx that the pistils come out of make up the bud.

Found this recently, it's a good indicator of not only what the pistils will look like as they mature but what the bud/flower looks like as it grows too
