Just for the record, you need to start your seedlings in a small container, like a 16 oz party cup. When the seedling is 2-3" tall it should have a good stable root system; at that height it's about time to upcan it to a 1 gal container. When you gently take the plant out, you should see roots wrapping around the outside of the soil. When my plants get about 16" tall, I upcan them into 2 gal containers. The roots at this point are wrapping around the outside of the soil. It depends on how big your plants are going to get as to if you go with a 3 gal container. If they are not going to get over about 3' tall, the 2 gal will be fine. The 3 gal should be fine for up to about a 5' tall plant. It doesn't matter if they are in veg or flowering.
