Do u guys think my 4 week old plants look ok

Thier so stocky that the leaves under the first layer arnt growing to we'll Becuase thier getting no light any help?

Those plants look great bro......If its Indica dominant....thats pretty much the typicall growth pattern....stocky, bushy, tight internode spacing.....They will be fine. Pretty soon they will start to put some stretch on and the internode will space out a little more. I didnt see any yellowing on those plants....they look green and lush....which is what you want to see....
 
Seems like you're limited on space and I'm afraid that's the cost. You could try to trim the lower section if you're flowering in the same sort of size area. If not add more CFLS to the sides so the bottom buds can fully develop.

Keep it up dude, very healthy plants.
 
I have 3 26w bulbs 2 13 and two 40w tubes but there 2 foot away and I'm waiting to trade in the 13s with 42 when I get some money, and I'm going to get more space
 
Sounds good man. But as you may already know 2 foot away for a CFL is a no no, they're basically getting no light. I think for a 26W bulb 2 inches should be okay? Might need another member to confirm this but my 200w CFL stayed about 3-5 inches away. Although with the Indica dominant strain I had it about an inch away with no adverse effects, for my Sativa Dom I had to keep it further away.

But best thing about growing is experience and learning to read your plants :)
