They're talking about diffusing sunlight, so there's not much concern about wasting energy. I think I've seen another article where they put a diffuser over an indoor light and got better results (not growing weed), but I didn't find it when I went looking today.
Strips or boards? In my micro grow, I pack DIY strips close together and cover the whole canopy from above. I drive the diodes relatively softly. I build strips because it's easier (reflowing something the size of a QB would not be fun without better equipment), and I pack them together like boards because I want to fill the space above the plants with emitters. I drive them softly because power costs are high, and I'm willing to spend extra on the build to maximise efficiency and useful lifespan.
