does this contraption exist?

i am wanting to do a bit of experimenting with root temperature and am trying to find a contraption like a cooling pad, sort of the opposite of a propagation mat. after an hour and a half of google i have decided that i am the only person on earth who has ever wanted such a device because i can't find one anywhere. i want it to be able to go as low as 50 degrees. i have found mattress pads that are over 200 bucks, dog cooling beds that are filled with gel and electricity-free (useless), laptop pads that are just a couple of fans, and a whole lot of stuff to make heat. my best leads are some propagation mats with separate thermostat controls, but even these don't get as cold as i want, and the one i did see that was remotely similar to what i need had a controller that uses 750 watts??? some people cool their dogs by getting those water crystals from lowes and sewing them into a pillow and soaking it in water, but i don't think this would work for me. does anyone have any idea wtf i can get for this project? can i make something maybe?

Its called a peltier cooler....one side gets hot and one side gets cold...its how mini fridges work.

i appreciate the reply bit i think i'm too dumb to implement that type of technology. i googled it and it seems way over my head. i did find a sunleaves pad and thermostat that is around 90 bucks total but can't find the wattage specs. also it only has a range of 60-105 F which isn't as cold as i would prefer but after seeing what's out there i might have to just settle for it. i just hope the room being hot doesn't fuck with the thermostat. all the ones that seem to fit my temp requirement are commercial grade and way too pricey. i just can't get over the fact that there isn't such a thing as a cooling pad, maybe for medical puposes or something.
