Does this look like nute burn on my seedling or something else?? Thanks!

Can anybody tell me if this looks like nute burn on my 2.5 week old seedling? It actually started this before I started giving it any nutes this past week. I have it in a Jiffy pellet. I gave it alittle nutes to see if it would help and it seems to not be helping.

Too young for nutes.
