Laws and rules we all attenuate debending on current needs.
It is simple to restrict, for example, and difficult to be free.
Ron Paul resonates with the youth of today and they will be the future conservatives. Paul is but 50% approval for Republican nominee. Romney is around 74% last I knew.
Controlling the youth vote in either gaining or preventing is an acceptable practice for Republicans and Paul is one.

Paul gets the support of future independents and conservatives. More and more young social liberals will move towards Ron Pauls ideas also as they realize that they are paying huge amounts of money into programs that cannot continue to exist, and will not be there for them when they need them in 50 years. When they made these programs they were depending on continued population growth indefinitely. Without a pyramid scheme type base increase every year, these programs cannot be supported.
