Dresser mini veg/clone room

Ive had my dresser set up for a while now and have been running it on standard cfls.My clones are a bit stretchy so I was trying to figure out if i should go to t5s or some mogul socked cfls. Also i am currently using a pc fan for exhaust i think i need to upgrade it too to help cool it but i need something quite and not expensive. Any help is appreciated.

Looks like your lights are too high, usually want 23w (100w incandescent equiv.) cfls 1-3" away from plants, the bigger 120-200w cfls can be a little farther away but still within 8" also I would add add a small oscillating fan and another pc fan or beef up the one you have. The ones with long thin blades are quieter but also a little more expensive
