Droopy leaves near bud sites? Normal?

That is my question. started flowering 3 weeks ago..All my fan leaves look fine, nice green color, sticking straight out or even pointing a little upwards. But the leaves on the bud sites (the small growth) are curling down.. Is this normal?

no, it's not normal. The leaves shouldn't curl down. Are your leaves a dark green, are they clawing down?
I'd say yes they are a dark green for sure. not dark, dark, dark, but definately a dark green. And that actually explains it a lot better. they are clawing down..just the tips

I wish this was solved...I am having exactly this issue myself. At exactly 3 weeks flower like the original post.

Sorry for my english, and in addtion I'm stoned.

Those leaves you are talking about are "sinks", they are collecting nutrients and does not easily eat themselves (different from fan-leaves).
I guess you gave too much N going into flower, and those "sink-leaves" are holding it - giving the famous N-clawing.

I think I have this problem. What do you do about it? Ease up on nutes or is it to late?

i dont know, i also greatly think it depends on strain as well. you should look at sterling haze, almost all their buds on every plant youll see has that characteristic. i wouldnt say its anything to worry about.
