Droopy Plant, need some advice

Hey I was wondering if I could get some help, I'm on my first grow with 2 plants and one of my plants is drooping pretty bad and I can't figure out what's wrong with it.

the one on the left is the droopy one and the one on the right is more healthy looking
they are bag seeds, no idea what kind they are, they came from the same bag but i actually think they are different kinds
they are both being grown in the exact same conditions,
each have 5 cfl's on them, 2 100 watt equivalent soft white and 3 100 watt equivalent day light
24 hour light, in regular miracle grow soil, just watering, no nutrients, well ventilated area
My first guess was over watering since the leaves are curling in but these pictures are after 5 days of no watering
they are 3 weeks old from seedlings and the one hasn't changed in a week, the other one is keeping on going
any input or advice would be greatly appreciated =)

never go 5 days with out water... i water every 3 - 4 days sometimes 2 if my plant is really really dry... I have a meter in my soil tells me if its dry moist or wet/;

Don't tell him that. That small of a plant in that size pot can easily go 5 days between watering. When you use your soil meter, do you take readings from different depths?
Everybody's watering schedule is different, I have some plants that go more than a week between watering. The larger the pot, the less often you have to water.
In flowering they will use up the water quicker, but that little plant in a bucket can go a long time between watering. Do you have drainage holes in the bottom of your bucket?

Yes I do, i'm not sure what happened but i watered them last night and woke up this morning and they were both looking fine, the droopy one went from 6.25 inches to 7 and the healthy one went from 6.5 to a little over 7, crazy shit 0_0

hmmm main common prob with droopy leafs is overwatering or you will tend to find when u have waterd they will droop but day or 2 later will perk back up....

Two things, your soil is no where near light and airy enough (on my first grow ever years back I made the same mistake and it sort of had a bonsai effect on my plant) so I'd try and add some Perlite, and although some people swear by a 24 hour light cycle, in my experiments, some strains just can't take it.
