Very true, enhanced spectrum, lower lumens but the same amount of heat.
Sunmaster dual is about 100 lumens / W.
Hortilux dual is about 110 lumens / W.
Compare this to a straight HPS : Phillips,solarmax ~ 145 lumens / W. or a straight MH at about 110 lumens / W.
So both the MH and Dual bulbs are 3/4 of the light output of a HPS for a 1000W bulb. So I'm sure a lot of energy is lost as heat, but the total heat will be the same. As far as your ac, for a 1000 W bulb, 3500 BTUs is your absolute minimum, but I would go with twice that just to be safe.
My conclusion would be that this would only be a viable replacement of a MH during veg. ( downside being extra cost at an unknown benefit ) My experience has shown that total light is more important than spectrum during flowering, so I would always use a straight HPS for flowering.
This is a good thread :

Assuming that you want only one grow space for all phases, I might go with a single 600w HPS digital/dimmable for all phases with CFLs for the smallest plants. <- notice my bias towards my current setup..
