Dwarf Plant is really a dwarf, help

This is my first ever grow, Auto Widow Fem,
Most of it is going fine i think, my problem is that i planted 4, 3 of which are fine, The small one you see below is the same age as the other 3, is there any thing i can do to help it along?

There all about 6 and a half weeks old

Only started the small one on nutes, others are getting bloom and nutes, all developing at very different rates.

Growing under 400w HPS in grow tent, good ventilation, heat is fine, Water is ph 6.7
light is about 15 inch's above the plants, Would getting it nearer risk burning the plants?
I treated each plant the same for the first 3 weeks, just plain ph'd tap water, i started the 3 biggest on nutes but the small one looked 2 small at the time to start.

Cant think of any thing else right now, any help would be appricated.

With my 400w HPS I get about 6 - 8 inches from the canopy. A good way to test if it's too close is just hold your hand at the distance you want your plant at for 1 minute... if your hand doesn't feel like it's starting to tan, then it's an OK distance :)

I have 4 plants in flowering right now and to be honest...my shortest plant looks the frostiest and most delicious. It's only about 2 feet tall while the others are around 3 1/2 - 4 feet tall.

So in short... yes, move the light a little closer :)

This might help too. You can see that 6 - 8 inches would be ideal. Just have good airflow going and you will be good

So your saying not to worry about the small one, ill get the light closer and see if that helps, What do the other ones look like to you?

Well if you're referring to the 3rd picture then you need to put that thing into VEG on an 18/6 or 24/0 cycle because it's not nearly ready for flowering yet. But as long as the others are flowering and continue to grow then I wouldn't worry about it.

Ive grown alot of autos all i can say is that most of the runts have grown to be beautiful plants, if you can i would raise the height of the pot rather than lowering your light

That's exactly what I did, I had to stack my shorty on 2 paint cans to equal the height of the other plants
