Dwarf plants...HELP!!!

My second run growing GDP Kush, the first time the plants grew between 3-4 ft tall, It is now the same time, (2nd month 6th week of flowering) and the plants are only 1.5 ft tall.

The plants are flowering, and look healthy and great, but the height is signifigantly shorter than it was the last time.

Has anyone seen this before?Advice?

i'm in the cold here winter
so it's indoor - 20 big budz under a 900 W hps
i'll add 500 W hps - tommorow or the day after
10 th day in flowering - 1 male

as 4 ur kush

i wanna grow O.G. Kush next time and i'm interested in all the kush strains

i used 400 W MH when they was in veg.
now i put the 400 W HPS on his place
i just don't want em to grow more /high/.
