DWC System, Buds stopped swelling

Hello all, I'm 5 weeks into flower and my budd haven't grown anymore in the past 2 weeks... Any suggestions on what the problem is? Thanks in advance,

Is that an incandescent bulb? They're all really stretched and underdeveloped indicating your not giving them enough light.
