Ok so here's the breakdown. You should leave the tin foil up unless you can get your hand on some mylar. Hot spots only happen if the tin foil is crumpled and even then it's not a bad thing because it just focuses the light in one spot. That guy is an idiot.
As far as your light I would recommend just trying it out with the lights you have. Yes the hid wills give you a higher yield and probably make your bud somewhat denser but those lights you have will definitely give you decent quality and probably enough for you to be happy with. If it isn't everything you hoped and dreamed of then invest in more lights.
Basically people are going to try to push you to buy stuff you don't really need. Sure it's better but it's not necessary. Lots of people use cfl's and fluoros to grow and they are happy with what they get. I'm willing to bet with your setup assuming the mg soil isn't to strong you'll probably end up with something better than what the seeds came out of.

quality isn't affected by the lights as much as quantity is. A 20w light won't cut it, cfl's are a bit pricey but an hid will do the trick and it'll last a while. Within one grow the light will pay for itself, a 250 should do the trick for you.
