Emergency Ballast- Can it be used normally?

Hey guys. I received a t8 fixture a few years back that had the normal ballast, which I've used the entire time with no problems for 2 bulbs, and it also included this emergency ballast.
The thing has SO Many Wires coming out of it but I'm sure it's all for circuitry triggers. If I could find the pos negs and ac ins, do you think it's possible to power 2 more lamps with it as a normally operating ballast?
Does anyone have possibly any knowledge or information on this thing?
Appreciate any input.

Here is what it's rated for:

Daybrite DEB5 emergency ballast pack can be used with two 17W-40W, one 17W-110W T8 through T12, two 13W-39W, one 13W-42W 4-pin compact, two 18W-36W or one 18W-50W 4-pin long compact fluorescent lamps.

That's all labeled on it, yeah
Any info on if it can be used as normal and not just as the 90mins stated?
It's heavy.
I think it's like a ballast+battery type thing.

It appears to be a battery backup type ballast where it can run on battery power for a time and the battery then needs recharge.

When powered by mains it should run as long as you need. Know that the battery function will defeat a timer.

Honestly I work as a commercial service electrician and these things are garbage. They work in tandem with a normal T8 or T5 ballast to Provide emergency backup for the fixture for up to 90mins. I’m not sure that they are compatable with anything other then Fulro. They are a nightmare to wire, heavy and get hot as balls. If you don’t need it toss it

Ah OK. I'm glad we have such a diverse lot of people in here with all different skill sets and backgrounds. Thank you greatly for that rundown of info.
So is my best bet to just buy a 2 lamp ballast and the 4 end connections off eBay or what? Cheapest ballast I saw was like $10? Seemed like very few were 120v too...

That emergency ballast has to be used in conjunction with a regular ballast anyways so unless you need the emergency backup on the particular light just toss it.

Most 2 lamp ballasts will have a dual voltage of 120/277v so those will work as well. But yes around $10 is a reasonable price for a 2 lamp T8 ballast
