Failed Again at making Soil Mix HELP

Ok I was going to do a Coco mix with perlite but can't use ebay at the moment and My ladies really need to be transplanted. I have use sunshine mix and Promix in the pass with great success but my issue is when I tried to make the same mix my self which is basically Peat Moss, perlite, and dolomite lime it does not come out right I get the biggest pockets of dry spots. The top will look wet while the bottom 2-3" is still completely dry. By time I get all the new mix completely wet its beyond soaked. Then if I start seedlings in this mix they die every time from root rot. I mix at 50/50 Peat Moss and Perlite and lime 1tsb per gallon of medium. What am I doing wrong? What the difference with there and my mix? I just need so save money and I have tried so many potting soils from lowes they all have failed. Only success I have is buying the expensive dirt online but I'm low on funds and need to create my own mix. Only places around me to buy dirt from are Southern States, Walmart and Lowes.

Ditch the perlite. We go 100% coco and it works GREAT. I've NEVER had an issue with 100% coco, using fabric grow pots. Coco is KING! Coco works amazing with organic and synthetic nutrients. We have had great success with House & Garden Cocos line.

Peat holds water like a muther fucker is my guess idk and perlite dosent do much to drain the actual peat.
