Fairly sure I’ve stunted bud growth by continually defoliating?

Your lights must not be shutting off at night. Those plants don’t look at all like they are starting to flower, I don’t think defoliation has anything to do with it.

Haven’t paid much attention to when they come on in the morning but they definitely go off at 9pm

I would make sure and check that they are actually staying off for the full 12 hours and make sure you don’t have a malfunction in your timer or somethings just off
