its going to end up screwing the state over just like colorado did by not allowing outside buds and seeds to come into the state. making dispensaries have to grow 75% of their inventory with 20 plants. each one has 2 or 3 partners with red cards . so even 60 plants wont sustain a business for shit... dispensries shutting down left and right. colorado though t growers woyuld pay the $80,000 and move there and no one will.
