First Flowering Grow

This is a seed from reggie. About 4 weeks into the 12/12 cycle, however I believe I might have stunted it leaving it in a solo cup for too long. I'm using Roots Organics 707 formula. Disregard the banana peels, they did not work very well to repel aphids. 125 watt dual spectrum CFL and 40 watt LED household 2700K. Exhaust fan vents up, with a passive intake in the bottom of the cab. The cabinet is 16 x 24 x 70 inches found at the home improvement store.

I could use a little help problem solving why the leaf tips are clawing. The tips on the right side are the worst, however many are showing the same.
