First Grow 4 weeks into flower whys there a dwarf plant?

Hi all , Just wondering are my plants at the right stage for 4 weeks into flowering the strain is big buddha blue cheese , and what could be the cause of the dwarf plant there all the same strain and all under the same lighting etc , is it normal or is there a problem with the little plant the bud growth is fine and it has quite alot of heads but just lacks the height any info is welcomed , its my first grow & im just curious about things and want to learn/understand growing techniques that could help me along the way and make things easy for myself , thanks

Did the smaller plant have any kind of shock whilst going through VEG phase?

I have 1 plants smaller than the other 8 (even though they're cuttings from the same genes)
It had it's roots shocked and had stunted growth all the way through VEG

No theyall was green and had a good veg cycle and they was all roughly the same hieght throughout veg then i switched to 12/12 and they went through the stretch phase and all stretched apart from the stumpy plant but it has more heads then all the rest of them just abit weird as they all are same strain getting even light and exact same feeds and waterings could just be a bad egg or maybe i could be wrong and it be a decent yield by the end flower ill keep this updated weekly too let u know
