great looking plant, I had a hunch it was root bound, it looks much better now.
36 days is fine for flowering as long as the secondary growth(new growth between the nodes and the leafs) is AT LEAST as long as the fan leaves . the plant looks a lot like mine did on day 21 when I flowered my last grow, the secondary grow hadnt even started when I put her into flowering and I pulled off about 1/4oz dry - great smoke too. I decided to reveg her and cut clones from her and be a little more patient the next time I flower.
just keep those CFL's no CLOSER than 4"-6"; no FURTHER than 10" away
Try to get at least 250W (12,000-14,000 lumens) on her, the more light the faster the new growth will catch up with the fan leaves, and the bigger and more dense the buds (you said you had a few spare 45W CFL's right? put em to use!)
Look for alternating nodes on the new branch growth too, thats an easy way to judge when to throw her into flowering.
make sure you keep a fan on her 24/7
and remember its better to under-feed/under-water that it is to over-feed/over-water (but that doesnt look like a problem for you, just a friendly reminder
