These Lighting systems plug direct in the wall or do i need ballast

Yes you can use for both, better for flowering though. For safety reasons, it should have a ballast as a standard feature ith it, but it may not bc of 150w. Have to ask the company.

its a built in ballast. just plug into a 120v with a timer. i think the 250w mh is a better deal than a 150w hps because the mh will be great for veg, and it will work better in flower then a 150w hps. because of the higher wattage. also you can buy a red spectrum mh bulb and just swap out bulbs from blue/veg to red/flower. thats my opinion though.
