Tie them down, expose them to light better.
add reflective material behind your light and also all around your plant.
Use bigger pots
Try some PGR's lol (Plant growth regulators)
Throw some bloom nutes in.
Bring lights closer to plants
Keep temps below 80, much over and growth stunts.
General, good plant maintenance will help.
instead of tying them down as I mentioned earlier (LST) consider topping, fimming or even super cropping.
You can, for fact, pull half oz a plant with only 40W of light per plant assuming everything else is perfect. (I did better my first time, with worse)
