Foliar Feeding- When is the optimal time?

I have been growing for years and have tried and read much on the subject. I have started to stray away from foliar feeding after a bad experience but now understand that where i was growing was ultimately at fault and the use of foliar sprays led to a massive outbreak of powdery mildew. Now that i have moved locals and powdery mildew is no longer an issue what times are optimal for foliar feeding. Cervantes recommends spraying them right before the lights come on or right when the lights come on before the surface temperature of the leaves is raised. I have been sticking to that since reading it but sometimes that is not a convenient time for me. What do some of you do with foliar feeding as far as when is the best time. Can i raise the lights up high and allow the leaves to cool for an hour?

We foliar feed Maxicrop Soluble Seaweed Powder in veg and about the first half of flowering. Just like with regular fertilizations, it's always alternated with plain, pH'd water. Foliar sprays get pH'd like hydro, around 6. We've added some light, high-P Guano tea to the mix in the past, but not since we took a break from growing. So the liquid doesn't interfere with nightime respiration, we've always sprayed right when the lights come on or just after.

on my bottle of bud blast it says(apply during veg stage and early flower stage only. do not apply when lights are on or in sunlight)often it can take hours to dry so i apply just before lights out
