The U.S. Postal service does that same thing. I used to live in double-wide with central postbox. Got a yellow slip that i missed a special delivery, NOT on my door, but on the postbox at front of neighborhood. I called it in and they got nasty and stupid.. Pretending that the fact they are paid to deliver it to me, to my door means if the ( you where not home note) was not on the door, they didn't try! The saddest thing is the courts use the post office as official court Currier's and the refuse to do what they get paid to do or act like they give a damn when you ask them to do it.. I got last attempt on the mailbox, they refused to come to my door, and letter was sent back.
