The true definition of mature and immature was never given in prop215 or sb420. The ambiguity of the language in both measures was quite intentional as it left the decision up to the judge(s) of any trials. Plant limits have all but disappeared in the state of CA as long as you can justify the size of your grow. If you're worried about the number of plants you have, it's best to stay at your county/city limits. If you feel that you need to be able to grow more medicine, talk to the physician that issued your recommendation to get the limits increased.
