Fungus flies or aphids?

These flies are very tiny, black with wings. They’re all over my plants, but mostly by the new growth tips. There are yellowish white eggs under leaves. I want them gone.

Aphids have two protrusions coming out the back of them like tailpipes of a car. Those look like root or fungus gnats to me.

They look more like winged aphids to me. Fungus gnats hold their wings horizontally at rest, aphids hold theirs vertically like a sail.
