Germination problem

I just soak the seeds in distilled water for about 6 hours and then plant them about 1/3 inch below the surface of the soil. I LIGHTLY cover them up by sprinkling a little soil on top. Using this method, I get about 95% germ rate.

The Big Bud sprout that has curved into a shepherd's hook has broken the main root off from the top of the sprout. The lowryder#2 has not popped up yet, so i guess i am down to the one Big Bud sprout that is doing well. The new NL x SK #1 seeds that i germed have cracked but not roots have shown. I have them on a piece of damp rockwool and i have a damp paper towel wrapped around them. I have them in a open zip lock bag which is my cloning tray. The tray has a very small amount of warm water siting in the bottom to keep the humidity up with the dome on and the seed heating mat is under the tray. I check the seeds every morning. Today i checked the temp inside the dome before i opened it and it was 90F. I have some new seeds soaking in plastic beer cup soaking in warm distilled pH adjusted water. The cups are also sitting in the tray. The seeds have been soaking all day and i will transfer to some rockwoll wrapped in paper towel tonight. I am beginning to think i Dr.Chronic sold me a bunch of bunk seeds. They look pale and under developed to me. These are the seeds that i have northern lights x skunk 1, Big Bud , Lowryder #2 Seeds. Is there anything else i can do to help my seeds out? Is liquid carma good for seeds??

I am growing using a hydro set up. I am not sure if using soil would work for me.

The Lowryder#2 never finished sprouting. I have one Big Bud in the AG that is doing well. I also put another big bud seed in the AG today that is showing the root. So far the Northern Lights x Skunk#1 and Lowryder#2 seeds crack and start to show a white line where the seed cracks or a small white tip at the end of the seed. Some will show root one day and when i go back and check it the next day and the root will disappear. After that they never germ any further. Has anyone else had this type of problem when germing? Is there something i am doing wrong or are they just bunk seeds? So far the big bud are the only seeds the will germ properly.

I started to germ in moist paper towels a day or 2 later my seeds had cracked open and u could see the roots i transfered them into soil that had perfect ph and was healthy soil i planted them about a 1/4 inch down and crushed dirt and sprinkled it on top... 9 days later nothings happening yet? i watered them once a day when the top layer of soil was dry what could be wrong?
