Germination Problem

Hi everyone, I have only germed in Rockwool once before and had good results. I mustve done something different this time because I am having very bad results. I started by soaking the rockwool in PH 7.0 water for about an hour. I put the seeds in the starter hole about 1/4" down and lightly covered it. 15 days later, I have only had a 50% germ rate. Those seedlings that did eventually pop were very unhealthy looking having no green to its color at all. I did not use any nutrient solution up until this point. As soon as I put them under light, the leaves would eventually open and turn green a few days later. I have ruled out genetics because I have 3 or 4 different strains. The 50% that did not ever break soil had only grown a very small tap root less than 1/8" I discovered. Any ideas what I did wrong? Also, at what point when germing in rockwool should you apply nutes?

Try soaking rockwool for at least 12 hours in water ph adjusted to 5>6
Darkness is good
Temp needs to be at least 25c
No nutes till you have roots protruding from rock wool
What lights you using man?

Yea to me it sounds like you are drowning with to much water with having such a low germ rate. I just do a simple paper towel method till you see tap root then toss it in the medium of choice.
Stay far away from any nutes for a while...
