Correct me if I'm wrong, but I thought they were not allowing outdoor plants under the 4 plant rec grows. Remains to be seen I guess.
Believe this will end up being different by province. At the federal level it will be legal according to any recent communication. At the federal level they've also removed that stupid 100cm height restriction. The question is can and will the provinces or even municipalities allow them. For example Alberta is allowing the 4 plants but only INDOOR, no outdoor. Ontario has announced a few pieces of the program but I haven't seen anything on the 4 plant home grow option.
Ultimately, if it's legal at the federal level it's legal provincially. it just may take some court cases to get there if some provinces (Ontario being one) are run by control freaks and they try to put up too many barriers or try to not allow it at all.
